European carbon market: from 2025
verified emissions to the 2026 market reform
Ahead of the critical pre-Phase V EU Emissions Trading System Review, 2026 has already proved to be a volatile year for the European carbon markets. Not only has the much-discussed Carbon Border Adjustment Mechanism (CBAM) been in effect since January, a fresh global energy crisis prompted by the war in Iran, coupled with ever-shifting US tariff policy, has prompted EU leaders to increasingly and loudly call for ETS reform. What was once thought to be a largely procedural review has now become the central target amid the ongoing conversation about the future European climate ambition.
Amid all of this, the publication of 2025’s verified emissions marks a critical milestone for policy makers looking at the health of European Industry, and will have an impact on the European carbon market going in to the summer’s review. The 2026 review, which will now be conducted separately to the review of the Market Strategic Reserve (MSR) mechanism, will likely have significant implications for price formation, longer‑term investment signals, the speed of the emissions cap reduction, and potentially even the trajectory of CBAM.
